YM 1300d atuds

I need some help with the how to reomve the studs that hold the PTO cover on, they are rusted in and I broke one off about even with the back of the tractor. I have tried every method that I know which includes stud removers, using penetrating fluid and have thought about heat but was not sure if I heated the studs up they would come out or if this would damage the tractor.
Any advise is greatly appreciated
