X300 Brake

I recently bought an x300 w/snowblower from a guy who was moving out-of-state. The brake didn't work. The linkage was completely disconnected from the actuator arm, the spring pin was gone. I was just wondering if there was any legitimate reason anyone would disconnect the brake?

Can't think of any reason to disconnect the brakes. I will say I have never needed the brakes for operating and stopping while moving. I use the pedal locked to keep the engine running and when moving on my trailer. For me it isn't an important operating function.
