Of course if we did that it would create another little government bureaucracy providing government jobs to people so that ultimately they could consume more.....As well as the associated tax and litigation expenses.Ugh..
Alternately - and with just a little bit of effort - we could solve the problem right now and also cut the government out of the loop by simply being the kind of stubborn consumers who vote with their dollars. We can insist that a manual be included with any piece of machinery. In fact, we can start doing it today. No manual; no sale. Why not?
The idea being that eventually the manuals would just be part of any transaction. In fact, we were headed in that direction 50 years ago. Is it just my imagination, or were manuals more commonly included years ago than today?

One can simply negotiate for inclusion of a service manual during the purchase process.
