Electronic copies of manuals are nice to have if you need to search for something. But right now, I'd be happy to just get an owners manual for my used BX. I've had the thing for a month and had the dealer order it the day I picked up the tractor. He just ordered it a second time...

Thank you in advance for your help.

Owners and, especially, service manuals are valuable intellectual property and are copyright protected. Like other products, they are rarely given away.

Sssh, dont tell Toro who has ALL manuals available online for FREE.
That's right, Owners Manual, Workshop Manual and Parts Book all available online for free in PDF format.

lawn mowers are a bit different. Toro (who owns eXmark) does not do service manuals for any of their commercial products.
On the contrary, I was able to download the service manual from Toro for my 2001 Toro Workman 2100 which is in their commercial lineup (and was when it was produced).
They may not do it for their eXmark branded equipment, but they certainly do for their Toro branded commercial equipment.
See Toro - Customer Care Commercial for a listing of the manuals available for current production equipment and https://lookup3.toro.com/request/request.cfm for out of production equipment.
See also http://www.toro.com/customercare/commercial/education/pdf/10177sl.pdf for the manual for a Groundsmaster 4100--D & 4110--D or http://www.toro.com/customercare/commercial/education/pdf/08160sl.pdf for the manual for the current production Workman MD/MDX.

I have a point of view that is not restricted to tractors.

If I buy a piece of equipment, I own it. The manufacturer of whatever I bought has a responsibility to provide operating AND maintenance/repair information necessary to make use of MY property as part of the sale. It is becoming all to common that manufacturers either will not supply the necessary information (it is secret, but anyone wanting to actually clone the equipment is likely to have the money and equipment to determine the "secrets" - is is just BS) or hold the OWNER OF THE EQUIPMENT hostage for more money that has already been spent to fully own the equipment.

A repair and operator manual (operator manuals have become a real joke - 11 pages of warnings and a page of instructions) must be written for the manufacturer's agents to repair the items. It is a sunk cost. A PDF download costs essentially nothing.

Much as I dislike government intervention, manufacturers should be required by law to provide full operating an repair/maintenance information with all products. A PDF download is the minimum requirement for compliance. If a paper copy is needed by someone in Botswana with no internet, charge a small fee for a printed copy shipped to the owner. Or include a CD in every product. A CD of documentation is literally pennies. We continue to allow manufacturers bludgeon us with schemes to bolster their service monopoly.

Of course if we did that it would create another little government bureaucracy providing government jobs to people so that ultimately they could consume more.....As well as the associated tax and litigation expenses. :) Ugh..

Alternately - and with just a little bit of effort - we could solve the problem right now and also cut the government out of the loop by simply being the kind of stubborn consumers who vote with their dollars. We can insist that a manual be included with any piece of machinery. In fact, we can start doing it today. No manual; no sale. Why not?

The idea being that eventually the manuals would just be part of any transaction. In fact, we were headed in that direction 50 years ago. Is it just my imagination, or were manuals more commonly included years ago than today?

Manufacturers have an incentive to provide technical service information to owners but no legal obligation to do so free of charge. Automotive service manuals have been available for public consumption for many decades but not free of charge. Both automotive and farm equipment manufacturers make service, both warranty and post warranty, available from their franchised dealers. You make buy service there or buy a service manual and do your own work.

The federal government is already involved. Study copyright law and you will understand.
