Buying Advice what year is it

Looking at a 300 loader backhoe to purchase. been sitting a couple of years . turns over but no start. What should I check 1st ? was told it ran great before it was parked . I am asuming bad fuel at least buy now. should I lube the cylinders 1st with marvel or simular to unstick the rings if they are stuck or rusted .found a plate that said.... 4w3d032544I (or close to that ) can anyone tell me what year ,engine (3 cyl. diesel )
