It looks almost like a tube style fork rack without the forks on it.

Was it on the tractor when it was delivered? Could it be a "placeholder" so to speak, to protect the hydraulics during shipping or if you don't want the bucket on but need to protect the arms?

Is it a New Holland loader or an aftermarket? A loader make/model number would be helpful if you have that info.

That looks a little like my 1993 2120 QA setup from Ford. My spring pin is on the outer side of the loader arms and has a lever to pull the pin up and out. Yours looks less substantial, and its on a bigger tractor so maybe is a shipping item?

They do for the 620TL. Your device looks similar, but is not identical to item 10 --(620TL) - FRONT END LOADER (9/06-) -- bucket quick attach device. You want item 11 -- SSQA.
Regarding NH loaders, I found that they used different sources for the loader on my TN55 (32LA) -- a possible explanation for the differences between your device and that shown in the parts diagram.
I have never seen an attachment that is designed for use with item 10, but I don't get out very often.
