I've never heard that, perhaps it's a regional thing. The weather saying which I have heard, and believe is universal; "If you don't like the weather, wait 5 minutes, it will change."
It's been attributed to Mark Twain, but I'm not sure if he really said it.
I heard Mark Twain once said - “The coldest winter I ever spent, was a summer in San Francisco”.
I think he also said “Everybody complains about the weather, but no one ever does anything about it”.
He has many quotes attributed to him.
