I've never heard that, perhaps it's a regional thing. The weather saying which I have heard, and believe is universal; "If you don't like the weather, wait 5 minutes, it will change."
It's been attributed to Mark Twain, but I'm not sure if he really said it.

I heard Mark Twain once said - “The coldest winter I ever spent, was a summer in San Francisco”.

I think he also said “Everybody complains about the weather, but no one ever does anything about it”.

He has many quotes attributed to him.

WX forecasting is NOT about predicting an exact number of snowflakes that are going to fall over a specific geographical area or exactly how many rain drops are going to fall...It's about knowing in advance exactly what type of weather is likely headed for a specific region...it's about knowing what weather systems are prevailing...

Never yet seen/heard a forecast that was so unspecific as that other than in The Old Farmer's Almanac.

LoL...That doesn't surprise me...!

You have to plug in a specific area etc to get a specific forecast...i.e., like a zip code etc...DOH!
