I grew up in Colorado and thought that applied there. Then I moved to Arizona and heard it here. Guess it is a universal thing.

I've never heard that, perhaps it's a regional thing. The weather saying which I have heard, and believe is universal; "If you don't like the weather, wait 5 minutes, it will change."
It's been attributed to Mark Twain, but I'm not sure if he really said it.
