There typically are designated drop areas for debris including window covers. Most just discard. The city brings in the contract tub grinders later to eliminate the piles. My BIL has his painted and numbered for reuse. Screw holes get caulked until next time.
Many people salvage materials from the drop areas.

I can only speak as a homeowner . The plywood is numbered by window saved / stored in dry area . Tapcon screws , bolts , fasteners and all similuar assembies are saved and stored in coffee cans , jars etc .
Some folks have aluminum / steele panels same deal store them after , and some have combo panels and plywood .
Alot of that extra plywood is sold after hurricane season to builders etc . Just like you will see the local CL /FB markets flooded with small generators for sale .

In coastal areas prone to severe storms a large number of homeowners store their panels and reuse them...lots of homes have recessed windows where clips can be used and no screws etc are required...
A good number of both residential and business owners hire contractors that have well trained crews with well equipped trucks (generators etc) that store and reuse plywood etc...they are extremely fast and efficient...It's not like everyone goes out and buys new plywood etc. every time a storm threatens...
Another factor with any new buildings in coastal areas is they employ impact windows that do not require coverings...also insurance companies offer attractive incentives for older home owners to replace their windows with impact glass...

We lived in Beaumont,TX for 13 years back in the mid 70s late 80s. I built a beach house on the Bolivar peninsula 5 rows back from the Gulf of Mexico. It was an hour drive from Beaumont. I had plywood panels for all 15 windows. each was marked for a certain window. After use they were stored in a dry place. Sadly that beach house got destroyed when hurricane IKE came through in 2005. We had sold that house in 1995, but would stop and visit with the owner after she rebuilt it.
