I've seen floating pontoons in ponds and creeks with the pump suspended below. The floats look like small gold dredges without the pump and sluice box.
Our pipe to the storage tank and to our RV is above ground and froze earlier this year. It would usually thaw by mid afternoon, but a few days it was solid. I turned the pump controller off after a couple of days and when the temps got warmer, turned the controller back on. It operates normal again.
The controller is pretty advanced and I'm pretty sure has a high load type of protection for when the pump couldn't push ice. It has soft start up and there are no torque arresters needed.
NRCS may have some funding to help financially.
