Concrete would be cost effective. 1000 gl prefab sewage tanks come to mind at around $800.

Clear 1550 poly tank at Tractor Supply is $799 everyday, and you can catch them on sale cheaper than that. I have two of them in a 10x20 cinderblock building (front is wood framed/sided in case I ever needed to replace a tank) that I use for spring water storage. Put them in 1995, no problems since. I used a 1,000 septic tank I had them cast a fitting in the bottom when built prior to that. Like the above ground poly tanks a WHOLE lot better.

The TSC black ones are $1199 for 1550gal, $2000 for 3,000gal.
