Unless it is a selling dealer who does the inspection, you are correct.

If a vehicle is registered in a county that does not do emissions testing and is sold to be registered in a county that does do emissions testing, the emissions testing must be done before the new owner can get it registered. As far as I know, that's the only time an inspection is required when a vehicle changes hands.

I believe it's 17 of 256 counties (the most populous counties) that require emissions testing.

Her in West Virginia we get annual safety inspections and then get a window sticker that shows the year and month the next inspection is due.

I have a pickup truck that I only use for weekend trips to Home Depot when I need something big - and I hadn't driven it in a while.

A couple of weeks ago I got my annual Insurance Renewal cards so I went out to the truck to put it in the glove box and sitting inside looked at the sticker and saw 11-01

I thought "Yikes, my inspection expired in January!" So I called and made an appointment for an inspection.

The afternoon of the scheduled inspection arrived and I went out to the truck to take it in. Click-Click - dead battery.

Went and got the charger and as I was hooking up the charger, happened to glance at the inspection sticker - from outside this time. It said 10-11
