Two dot bolt

I pulled the engine on an old MTD tiller. The bolt has two dots on it. What grade is that?

At the place I used to work, austenitic stainless steel bolts had two bars on them. I don't know if that is industry standard or not. But I do know that they were highly prone to having the threads seize. Are they magnetic?

If I'm not mistaken that would be a grade 5 bolt. Not 100% sure of that and maybe someone else will chime in.
