TU1700 Radiator

I have a TU1700 that I have had for a while. The previous owner must have filled the radiator with tap water because the coolant is rust colored. I have flushed the radiator several times with no results. I have also used several flush products but the rust is still there. Does anyone have any suggestions.

The bottom of the block is full of rust. I would pull all of the freeze plugs and take a 1/8 inch rod and scrape the bottom of the water jacket while running water in it then use a pressure washer. when you have it clean that should be the end of the rust. I have done this several times and it works. If you have steel freeze plugs you might find they are in bad shape....Larry
