TS1610 tick over speed

What tickover speed should I expect, at 1000rpm it is OK and steady, any less and it gets unstable. I have changed the fuel filter and bled the fuel pump and changed the air filter but this made no difference.
Otherwise the engine starts and runs fine

I think that is normal. Below 1000rpm it is unstable. It gets a little better after running the tractor for a while when the engine is hotter, but not much better. When hot my TS1610 low idle speed is about 800rpm.

That ties in with what I am finding.

The hand throttle on minimum is set too low and the engine cuts, do I adjust this on the throttle linkage or can you set a tick over speed on the fuel pump.
