To be definitive one has to check the applicable law. Some laws are written for vehicles registered in state or persons residing in state; others are applicable to vehicles operated in state or persons driving in state. It simply depends on the wording of the law, and what reciprocity is recognized for out of state vehicles and drivers.

The law, and the interpretation of the law by the LEO pulling you over, is what matters. It does not have to be right, it does not have to be just, it just has to be the law - and ignorance of the law is not a recognized excuse.

You are absolutely right: We should all take a local, well experienced lawyer along with us on every trip

Oh, BTW, don't forget to include "case law" which is often obscure and maybe quite different from the legislated laws. But they say "ignorance of the law is not an excuse". Unfortunately, even in a courtroom the lawyers don't agree.

The DMV here in NC is an excellent revenue generating entity. That 10,000# threshold got a lot of folk.

It looks like the legislature has finally done something constructive with the class C requirement. I would think that this would help out folk who are now traveling here out of state without the class A equivalent from their state.
