Trailer Stake Pocket Tie Downs

All,
I managed to break an ATV ratchet strap this weekend and now I am looking for a long term reliable solution.
I was using the ratchet strap looped through a stake pocket. The strap was not flat and smooth. It was pulled into corner if the pocket because of how my BX2360 was positioned for weight distribution.
Bottom line is I want to build a stake pocket insert 1.5x3.5x4" with a 2x4x3/8" top plate welded on top. On top of the top plate I then want to weld a D Shackle.
To keep the insert in the pocket while under load I want to put a 1/2x5" pin through a series of well aligned 9/16" holes.

Bottom line I have no idea where I can cy 1.5x3.5" steel tubing. Any thoughts?

They make the very thing you want to build. Sells for about $20 a pop with the pin. You can not build them for that.
