For my farming work, the big tractors run at pto speed to top operating rpm for most of the day, 8-12 hours straight. That's the most efficient, and you describe it pretty well.
For utility work, and that is what most of these compacts do, it varies a whole lot. It depends more on the job, what speed I want to travel, what speed the hydraulics or pto should go, etc. Basically, these CUT tractors are rarely used as a full pull brute, but rather as a niffty tool. Same rules don't apply.
