That's my understanding of why TP is the 'grade' that it is... it's specifically designed to be used with 'indoor plumbing'.
Even Tissue such as Kleenex can play havoc and paper towels of any kind simply don't break down fast enough...
The worst and causing all kinds of problems for municipalities are the "Flushable" wipes...
