Your tractor has trailer brakes? Where do you live, or where did that tractor come from? I see trailer brake components listed in parts books and service manuals frequently but have yet to find a tractor so equipped.

As for the electrical (non) functions, the fuses may be but is there power up to that fuse box?
Pretty common in Europe since any road legal trailer has to have brakes (service + parking). It can either be surge brakes (up to 7700 lbs gross trailer weight I believe), hydraulic brakes or air brakes.

With the hydraulic brakes, it feeds the trailer either using one of the remotes (requires the driver to apply and release the brakes manually) or via a brake valve installed on the tractor.

The brake valve, as you press the brake pedal, will apply the trailer brakes as well.
