Reading a TS1610 operator manual I found there is an adjustment for the tension on the throttle control level on the dash. The throttle control level by the steering wheel should stay in place to hold the rpms. Mine never held in place. The level always moved back to low rpms if I didn't keep my hand on the throttle.
I found the nut, spring and washer for to adjust the tension on this control were missing. For those of you who need to adjust this attached some photos after I added the missing parts.
