Is the speed knob turned all the way in?

Is the control valve under the operator's seat?

If the O rings in the valve have gone bad, it's possible that a piece of o-ring has broken off and is impeding the flow of hydraulic fluid.

Round knob between your legs is drop control and lockout. All the way clockwise locks it.

Under the seat up front is a flower looking knob. Make sure it's wide open.

Now, there could be UNDER the seat, need to flip it forwards, a tiny lever or two. When these tiny levers are shaken around while moving about, they can turn off the flow as well.
