thickest 2x2 square tube to fit receiver hitch

Yep. It's that inside seam that is hard to deal with.

2" square tube with less wall thickness, I can't remember if it's 3/8 or 5/16, will slide inside a 2&1/2" outer tube with 1/4" wall thickness if that would work for the application. It will be a little loose but when I built a bolt on grapple with an adjustable mount I drilled and welded a nut on the outer tube to run a bolt through and tighten it up.
