also as a note on heating elements. Ive noticed on home waterheater elements. its possible to get resistance on a dead element. Its all the corrosion from old age. messes it up real bad. Not like a light bulb.

I know you said you didn't have a clamp-on current meter but in case anyone else does and struggles with splitting leads you might want to try one of these gizmos. There are many different brands but they all do the same thing - allow you to test AC loads without splitting wires or tearing the outlet box apart. I have one and it works great!

and also by the way. I liked this unit so much after doing some study, i bought one. It arrived yesterday. Ive already replaced my home made one. Thanks for the heads up on this. The guys at my wholesale house have never seen anything like it before.
