last pix pencil shows where there is no voltage. one above it shows where there is voltage ...

Do you have continuity across the coil on the neutral start relay?

yes, i tested continuity across pins and they check out as specified. i even swapped relays with the pto relay as they are the same. no change.

just to close this out. it turned out that a 3" wire with a plug in style connector was bad. the connection was broken under the rubber coating covering the wire and connector junction. unbelievable that is was that simple. took me three weeks and repeated attempts to tract down the problem. but, its fixed!
