I have a 1999 4400 that I replaced the instrument cluster in with an aftermarket unit. The tach wouldn't work. After a while I found out that when the screws were tightened in the back to mount the cluster into the dash it pressed the cluster into the glass cover in front. So basically the tach needle was pinned against the front glass and couldn't move. I fooled with it until I could get clearance between glass and needle and it worked. No idea if this could be your problem but I thought I would offer it up for you to check.
