My 23hp Kohler surges when ever it doesn't have a load on it. When I just drive from one place to another it surges, as soon as I load it by engaging the mower deck it stops. Changed fuel filter and gas cap and it still does it. Recently I bought non ethanol gas filled up the tank cut half the yard and it started surging. Ran the mower out of gas put new ethanol gas and it continues to run the same way. Anyone have an idea what could've happened?

Sounds like it may be gunked up in the carb, or the carb needs some fine adjustment.
Is this straight carb or fuel injected?

What is the engine on?

Yep,that's what I would think too.

I believe it is still surging, even under load. Alot of times,it's just not as detectable when under load or full throttle.

It's on a John Deere L130.

The carb is the first place to start.
If you aren't sure of yourself doing this kind of thing,it's best to let someone else do it. I noticed in the JDParts schematic, there is a fuel filter before the fuel pump. Definitely change that one,and if at all possible I'd put another one after the pump too. Two filters are better than one.:)

Well forgot to post but it must have been some trash. It fixed itself.
