I see he doesnt need to remove it so thats good but wanted to add this bit of advice anyway for the next guy.

I have drilled holes in hubs and gears and threaded them for a good steering wheel puller with long 1/4 - 5/16 bolts in order to remove them.

Sometimes having to leave the puller on over nite or even days and using plenty of PO and pounding on the puller shaft end while under tension will loosen about anything.

that works, if the hub is wide ebough to drill and tap.

I've seen many tractor wheels where the steel hub itself is only 1/4 or 5/16 webbing.. making it hard to do that. still.. though.. they do cut off easilly.. :)
