Steering Sector Seal Ford 3000

Guys, I've got a steering fluid leak and I think its coming from the sector arm seals. Is there a way to get the seals off the sector gear shaft without taking the shaft out? I've got the steering arms off the sector shafts and dont really want to take the shafts out because I dont know if I can get it all back together right.
I also thought about just replacing the felt dust seals, leaving the actual old seals in place and putting corn head grease in the box. Any advice?
