Howdy folks, I am new to this forum found it while searching for an answer to my starting problem with my NH TC29D. I removed the starter because it didn't seem to be totally engaging. I placed it in a vise and activated it with jumpers. The gear seemed to be working as it should so I re-installed into the machine. I fully charged the battery and tried it again, same problem! I figure it may have to be installed just right because of the oblong holes in the starer housing must have to be just right. I tried everything leaving loose as I tighten the other, adjusted different positions in the mounting hole and had the darn thing out several times!! The starter just doesn't engage. I figured I would pose this problem to this group and maybe someone else has had the same problem. You'all are my last resort before I replace the starter. Please any info will be appreciated

I think the oblong holes may be your problem. I replaced my starter this past fall, the holes in the bell housing are round and a perfect fit for the bolts.

On your bench test, did the pinion gear extend out when you spun the starter? Does that have a mechanical solenoid - a lever that pushes the gear away from the starter housing when it gets power? Did you jumper straight to the motor lug or to the cable lug, then activate with a screwdriver or small jumper wire?
Can't quite tell what conditions you observed. I don't think the oblong holes are a short term problem.
