If the mower has a two cylinder engine make sure both cylinders are running. If you have one dead cylinder the mower will still run but power will be greatly diminished.

Roadworthy likely correct, and the Kawasaki is only firing on one cylinder.
To check that, start it and then pull one plug wire off. If the engine dies, the other cylinder is not firing. If the engine continues to sound the same, then replace that plug wire and pull of the other one.
