The Kubota F-3680 (or any of the Kubota F series mowers) is the most stable mower I know of that a person rides upon. I have owned one for 5+ years and cut crazy steep stuff without feeling worried. It has a very robust rollover structure and seat belt system. It has wide set wide rubber and 4WD. I cut pond dams and steep banks all the time with it.
The 7 (748, etc.) series 4WD John Deere garden tractors are very stable. I’ve seen videos of people cutting steep banks with them, but there’s no roll over structure in them.
Neither are cheap as a new machine, but there are lots of used ones out there.
