Mowing Sickle bar mower hookup questions

I borrowed my fathers NH sickle bar mower that has been setting around for about 10 years outside. Hooked it up and was unable to latch down the 2 handles that attach to the round bars. Not sure what they are called. Tried it out and noticed those round bars were making contact and scratching the 2 3pt hitch adjustment parts. Pictures attached. My question is can those 2 bars be cut off to make them shorter? I'm not sure how to adjust the setup. Any info would be greatly appreciated.

Do you have a wider angle picture that shows how the top link is connected?

I disconnected the mower from the tractor to put it away. I will go and get a picture of just the mower from the front. The top link from the tractor gets disconnected and attached to 2 places on the mower, then that whole assemble raises up and attaches to the hole on the tractor where the top link was originally attached. Does that make sense? /forums/images/graemlins/confused.gif
