shibaura S700 4wd

I cant get the 4wd to engage. The lever is loose could it be something inside? Maybe some kind of clip holding the lever and it broke? The lever just flops back and forth and will not catch on anything. Any thoughts would be great. Also if it is something inside how will I go about fixing it?
