Shear pins and Snowblowers

Okay...I keep reading about shear pins shearing (or not) on snowblower PTO shafts and I only have one question: Why aren't slip clutch type shafts used on more snowblowers? Is it cost or an engineering thing?

Although slip clutches are common on attachments like tillers, they are an expensive addon for blowers.

I recommend that every shear bolt be removed before hitting the snow or weeds on mowers.
I also recommend loosening every slip clutch and slipping it before getting into hard use.

Seen both rusted up enough that the clutch couldn't work and the shafts for the sear pin were rusted together!

Wow ... maybe, but I would not have thought an otherwise properly adjusted slip clutch would not be able to break the surface tension of the plates. Then again, I would not have thought that a bulldozer could get frozen to the ground either but I know that happens.
