GM did eventually switch to stainless steel cables because of the corrosion problems you mention. There was even a recall of earlier models with free replacement of the non-stainless cables.If your truck uses cables to hold the tailgate up rather than the steel straps of old, be advised they tend to collect water in the middle of the strap since it's one big U when the tailgate is up and they rust inside the cosmetic plastic coating. Using the tailgate as a shelf is risky since hitting bumps changes a heavy static load into a very heavy dynamic load. I've seen them break which is why I switched my truck over to the old style steel straps that are as strong today as they were when new decades ago.
The plastic coating was not for cosmetics, but to keep the cable from scratching the truck bed and tailgate as it curled and uncurled. Some early PU's actually used chains for the tailgate support and those too had a rubber or plastic covering.
