The part is a simple trailer hitch that would normally slide into the 2" receiver mounted to the vehicle.

The Ball is mounted to the square part that slides into the receiver...

The part bolted to the bumper is where the ball is supposed to be mounted.

Someone took an off the shelf part designed to slide into a vehicle mounted receiver and reversed it to achieve a "Drop" hitch for a bumper mount...

Scarry to the say the least!

Upon second look, you may very well be correct. Not used to looking at something upside down or backwards. They would have had to create the hole where the ball is.

I had to do a double take...

I've seen some crazy things... but, someone had to really try to do this.

What keeps the hitch from swinging side to side??
Actually this helps with that whole having to swing the tow vehicle wide into oncoming traffic on corners to get keep massive 6' x 8' trailer off the curb/out of the ditch since the trailer continues straight an extra 10" before until the pivot point forces it to turn ;)

I think the ball is welded onto the square shaft, rather than bolted through it. Also, it looks from the way the bumper is dinged up that the hitch has already done considerable side-to-side swinging...imagine if they hooked up a trailer loaded with a too-light tongue; the set-up would look like a snake going down the road (and maybe into the ditch!).
