I'm starting several food plots in rocky ground. I don't think I'd have much luck with a tiller and was planning to much of the ground busting with a disc. Any other attachment that could be used like a surface plow, only going 3-4 inches deep. I thought of a box blade with it's adjustable teeth. A york rake wouldn't get deep enough.

Ive used a box blade before as you mentioned and it worked well. I worked it in a crosshatched pattern and pulled an amazing number of rocks out. Some were too big for the tractor and blade to pull out though. I did this before I ran a tiller over the area. I think it save a fair amt of wear on the tiller.

I would go with a regular turning plow but plow shallow if you only want the top couple inches. If you are planning for behind a 30 horse tractor a 2 bottom Ford or Ferguson plow would suit you well and can be found all over for $2-$300 for good plows. At least in my part of the country this is what they are selling for.

Does the box blade have skids to keep blade on the surface??

No skids...just set the teeth all the way down and use the 3pt to adjust the depth...thats how I did it.
