My front lawn is pretty wet these days, snow melt and rain, but I noticed a spot that was bubbling up. Theres a bit of a low spot in the lawn right there, and it seems my weeping tile is only 2" under. With all the water in the ground, it had nowhere to go but up. So I have a small smelly spot.

I thought weeping tiles were typicaly 6" or more under, so I'm a bit surprised to find it that close to the surface.
Given its on the slope of the mound, and a bit low anyway, I'm thinking of dumping another 2-3" of topsoil on top and hoping for the best. Never noticed it before, and certainly wasn't soggy last summer. Any suggestions?

Take your hoe and carefully dig on both sides on the leak and take a look. If the line is not broken, just cover it back up.

Check this site out, I had it done to my leach field 2 years ago and has made a big difference. The inject polystyrene pellets in the ground with 300lbs of air pressure. It opens up drainage channels undreground for better absorption.

How low is the "low spot". I'd opt for a few inches of sand with another inch or 2 of decent topsoil.

Where is the spot in relationship to the line? Beginning, mid-point, end?

I would not dig anywhere near the lines. Depending on how they buried them, rocks gravel, etc. May go all over the place.

See how it behaves when the weather starts drying up? If stays, really wet, and depending on where it is, then yes....
I'd call in someone before I'd try it myself.
