SCV control lever stuck

Hi Guys,
We have a JD 5425 with a cab. Everything was working great but now one of the SCV control levers is stuck forward. Afraid to force it back into neutral position for fear of breaking linkage or the value. Not sure why it is stuck. Others work fine. We usually use it to angel the snow plow left or right. Any suggestions as to cause and what do now to free it up? Looks like the values are under the cab somewhere, might be a mess to try and get to! Any thoughts would be greatly appreciated.

More than likely there's some moisture or corrosion inside cap making detent balls sticky(parts key 2)

Oh I see. Just have to figure out how to get to the assembly. So may just be a matter of removing cap, spray some WD and tap on the shaft to get the spring moving again? Thanks for getting me in the right direction.
