I can't help you with the importation laws into CA, but I think I would consider looking at places near where friends or relatives live outside the realm of CA and see if they can find you some, or purchase some. Then follow the guidelines of how to get them back into the CA Compound where you live. When this mess first started, I purchased every box of 410 ammo I came across for a short time, simply because it was my Bride's choice of ammo when it came to removing slithering critters from our yard, via a Thompson Contender. Of all the ammo, I have to buy, I can not let that one run out, or will suffer the wrath of an unhappy Wife.
If you have .22 LR available, maybe it is time to sharpen your skills with a rifle in that caliber. When I was a kid, my Dad bought a farm with a pond. He gave my Brother and I a box of .22 LR and a single .410 shell for the beloved Savage model 24 Combination gun and told us to go eradicate the snakes in the pond (while cleaning the tree limbs out of it dropped from Willow Trees). We used the .22LR to kill the snakes, and the .410 barrel was kept in reserve in case we ran across one that wanted to come after us, or a nest of them that needed a blast into the middle of it. We actually got pretty good at hitting a swimming snake!
