Satoh s650g Headlights

I recently bought a Satoh s650g tractor and have a stupid question, but it is bothering me. When I turn the headlights on the second setting after the guage light (i assume low beams) turns on the left light only (sitting on the tractor) and the third setting (i assume high beams) turns on the right light only. Is this the way the tractor works or do i have some issue there? I bought new bulbs thinking maybe the low is burned out on one and the high on the other, but no luck. Any assistance will be much appreciated!

The only suggestion I can give is polish all the contacts. Corrosion is our enemy.
