I think that particular message is one of a series that was done by the Smith Advertising Agency. There's a story behind it ... apparently some anonymous donor gave them $150k to think up a series of billboards to catch the attention of people that used to be churchgoers - but no longer. I think it was the Outdoor Association of America that picked up the idea as part of their Public Service initiative and took it nationwide ... here's some of the others:
