I had a new Howard Rotovator delivered with my tractor. The only time it has been used was for less than a minute to see how it worked. I noticed a few days later a puddle of oil on the garage floor. I called the dealer, they came and got it and supposedly fixed it. I noticed a few days afterwards it's leaking even worse now. The dealer said they had to reweld a spot and they seemed perplexed it still leaks. I'm wondering if I should insist on a whole new unit.

BXMark, IMHO...I would if it was mine! You bought a brand new trouble free unit, and that's what you should rightfully get. Not one that need a weld repaired, etc.
Of course, your dealer's reputation and attitude would have a lot of bearing on the decision.
