I was thinking that welding hooks or eyes to the top of the deck of an RC might more easily enable positioning of RC for storage by yet to be purchased skid steer QA boom pole and chain. Any concerns about that. Welding won't affect gearbox or anything??

However, it's relatively thin steel (3-16th's to 1/4th, depending on the cutter) so you might want to weld those hooks to a doubler plate, then weld the plate to the cutter deck. That would give you more weld, hence more strength.
You could also consider drilling and using eyebolts as an alternative.
