I have an old 74 Sears garden tractor that I am replacing the bearings on one of the mandrel's. I've removed the top bearings and cut the bearing out from the bottom but the inside ring is still in there (you can see it in the pic). The shaft is tapered and I really don't think that the lower bearing will come off the top of the shaft since both the lower and upper bearings are identical. Does the shaft unscrew to get the lower bearing off? ie. put it in a vice and use a pipe wrench?

Neither me nor my lawnmower guy has ever been able to get the bearings off. I just buy the hole new part.

It has to be pressed off. You'll need a correctly sized bearing splitter and obviously a press.

Had same problem on my Sears deck this summer. I used my mig welder and put 4 beads on race where the ball bearings used to be, then set mandrel on end and using chisel & heavy hammer hit the race in line with weld bead. Just a few solid raps and the race shatters at the welds.
