Replace governor on MF 50 gas?

I have taken the timing cover off of my z134 getting it cleaned up to start rebuild. I had planned on replacing governor as a preventative part of the rebuild. Looking at it, it appears to be fine. No broken tabs or cracks. On the new governors you are supposed to put the shim behind it on the gas engine. Mine has no shim. Is that an issue for OEM? Should I go ahead and replace the governor and put in the shim?
