They used dynamite to cut the tree into short enough lengths that they got it down from the power supply line

I don't think so. That looks like primacord.

Second look, you could be right but it looks like primacord used to initiate the explosive charges.

I trim limbs away from mine with a 12gauge with a extra full turkey choke. Works great.
Would be a little sketchy if you were in a neighborhood though.
