Well, I bought the radiant quartz heater from Lee Valley Tools, but saved the box just in case. Good thing. I plugged it in and stood under it. It was glowing red hot, but at minus twenty I was unable to feel even a bit of warmth out of it unless I stuck my hands right up next to it. I'm going to try installing it directly above the garage workbench and turning it on this weekend when the temp rises above zero. If I still can't feel any heat, it's going back for a refund.
