I'm MIG welding with a Millermatic 251, using .045 wire. It's spec'd to handle up to 1/2" at one pass and it doesn't seem to be having any trouble doing that. I'll be welding 1" anchors, but will be able to do fillets on both sides and ends so, with a small bevel groove all round their base, the anchors should be OK.

Sorry about the confusion (on my part). For some reason I though you had to weld the cylinder mount itself...not realizing it has tie rod ends.
In any case, decently penetrating welds should easily hold the mounts your talking about. They're going to be located fairly close to the cylinder and it's not like you've created a lever, to pry the welds apart, more like it would have the shear the welds.

What gas are you using? C25 is not the greatest for penatration. 98/2 with your machine cranked up would make the weld bite in pretty good in the flat position. You could go with a little roll or flux core and get nice penatration too and have the out of position versatility, but you do have some splatter and slag to deal with.
